Carefully follow each step below to disable Find My via RESTRICTED method.
Open setup page and authenticate using Face ID, Touch ID, or passcode.
Open Setup Page
Tap Share icon, scroll and select FMI OFF RESTRICTED shortcut.
If prompted, allow all permissions requested.
After shortcut runs, a code will appear. Copy and send it to a trusted admin/reseller.
